Bluegills and yellow perch are biting at Lower Empire Lake. Most of these fish are small but occasionally you can catch a keeper. Largemouth bass can be found along the submerged trees and stumps. The lower lake is shallow and can be fairly weedy, but it can fish well from a pontoon boat.
