The river has been on a steady decline for the past week, which is a benefit for fishing. Some hatches are still going on, but the "must haves" are 'hoppers fished along the shoreline and other structure.

Best time of day to fish: Late morning until dark
Best stretch: Pawatka Bridge in Oregon to Washington state line and the Wallowa River in Oregon. Washington is closed to angling.
Best access point: Troy, Oregon on Oregon Hwy 82 and WA Hwy 129
Fly fishing hatches in order of importance:
Grasshoppers, mayflies, caddis and golden stoneflies are likely hatches. The Letort Hopper should probably be size 12 or 10 and save the sz. 8 for later when large "hoppers show up.
