Flows in the upper stretch of the river right below the dam are good as water is being drawn out for irrigation. Fishing has been good using dry flies such as caddis flies, small stoneflies and Mayflies. Drifting nymphs under a dry flie or indicator as well as swinging small buggers and streamers should also be good. Grass hoppers are out so hopper and Chernobyl ant patterns should be effective. Spin fishermen should use small gold spinners or dark spinners with contrasting light colors. As of July 8, the East Fork of the Owyhee below the dam was flowing at 166 cfs while near Mountain City the gauging station was flowing at 187 cfs.
